Program Goverance
The San Antonio City Council is the governing body of the the City of San Antonio Department of Human Services Head Start Program. The Bexar County Community Action Advisory Board (CAAB) acts as the Head Start Advisory Committee to City Council.
Along with City Council and CAAB, the Head Start Policy Council provides program oversight, shared decision-making, and general policy making. The Policy Council includes parents/guardians of children currently enrolled in the Early Head Start and Head Start programs and four community representatives elected by parent members of the Head Start Policy Council. Policy Council provides parents/guardians the opportunity to volunteer with the program, participate in leadership and training opportunities, expand their knowledge, build skills, and partner with staff to recruit families for the program.
